Procedure of Applying for a Student Visa:

o National student visa
o Declaration confirming you are a student
o Four photographs of passport size taken within the last month
• EU Citizens: You have to report your presence to the police station’s headquarters within 8 days from the date of arrival.

I boycott italy and this is why I may never go there. There are many other places that I may prefer to go. The main problem here is the fact that degrees of many universities in certain countries do not hold any value. This is why many people always try to migrate to other countries. There is nothing wrong with that if you are gaining good education in a different country.

Italy is a Schegen country so their student visa policies are mostly the same with other Schengen countries in EU, my personal advise is, if you want to go to Europe, there are better countries to go. To that are better than Italy, where you can even work as a student and make yourself some cash, I don't think Italy has any plan for permanent residency for students.

You should think of going to schools in countries like Germany, Netherlands, Finland or Sweden, or you can start in Italy and migrate to any of these, student visa is the best visa you can use to be into EU coming from a 3rd W .
