Urban farming can be very profitable, you can either start small in your apartment, or get an old warehouse and start urban farming. Most urban farming methods do not require soil to grow, a lot of urban farming methods do not need big space. Generally speaking, it is expensive to grow in soil less medium or in urban space compared to traditional gardening in the farms, however, if you use long-term approach, you will recover investment in an couple of growing seasons and then start profiting from second or third year. Urban farming can also been done organically, so your produce can fetch better price.

Urban farming seems to be so profitable but the cost to start it is what that keep people back because you will need to buy land and pay workers to work for you all this expenses required money

You don't need land for urban farming, you can jut start hydroponics or aeroponics where you will be growing plants in water medium and not on soil. You do not even need a lot of space, you can try vertical farming where you grow plants vertically. You sure need workers if you farming commercially but you can make a lot of money selling farm produce so it shouldn't be a problem in hiring workers for your urban farm. You can use your terrace, balconies for growing vegetables and other edible items.
