I agree with you. Any platform that have a premium or paid option will find a way to limit those operating fees accounts. However, even if you will pay for account upgrade, you will still do the job of getting some followers. Those who are naturally interested in what you post and you have to do it consistently. Don't miss out on the time you post. You can also have a group outside of twitter, it could be Whatsapp, from there you can direct people to your twitter page and vice versa. Surely it can't just boom once you have to put in the work.
Twitter can afford to pay it users without asking them to upgrade their account. They generate alot from advertiser just like adsense is paying publishers from revenue.

One, you enroll for the monetization program by being a paid user, and two, you start influencer marketing or affiliate marketing. There are things to be fulfilled if you want to utilize the first method. You need to be verified, which requires certain number of followers and pay for verification badge. The second method will work only when you have a lot of followers.
I'll go with the second method since it is free and there's no requirement for it.
