There are countless business that require neither electricity nor fuel, for example a provision or a grocery store, you don't need any of the above to run it, because most of the items you are going to sell are pre-made and prepackaged, they have preservatives that makes them last long, so you don't have to care about spoilage.
Another business you can start is a food business, if you have a good spot that has good population you don't need any of the above, because you will likely sell everyday and there won't be no need to store the food for the next day.
