YouTube hands down is the best platform to make money if you're content creator eve though nowadays there are a lot of content creators you can still carve a niche for yourself and if you can be consistent on it and hit the monetization number you'll be able to make money too.
While on TikTok if you're not on their creator program and live in countries with a very high cpc, it will be hard to make money from that, TikTok too has different niche but it does not have as much users as YouTube those and many people on TikTok are hard to monetize because they're teenagers.
