For instance if there is a popular known traditional craft in your town then you can sell the craft to the tourists. Another advantage is niches or gaps in services that are missing in the local market and thus you get a window to direct your business. Another variable to look at is taking ideas that works overseas and apply it to your local environment, for example what Pavel Durov did with Vkontakte, it was basically Facebook he copied, after it was mega successful in the US, he copied the same model in Russia and it worked.
I think if one is creative enough there are a lot of value skew everywhere where you can chip in your own creative juice and get a business running from a working idea overseas, you don't even have to create something novel or disruptive, this is a good idea if you live in a third world country though.
